That's more a function of windows than anything else.
Since I don't have access to WindozeTS to test it.
You'd need to setup a vncserver on a WTS box.
Then see what happens when you start vncserver
from 2 users logged in to the same machine.
In the *nix version, it starts a seperate Xserver
for each VNC "display". But I don't know about the
windows versions.
You would do better asking those questions on the VNC
(and other like TightVNC) mailling lists.
