Actually, the answer isn't dependent on Sendmail.

Your best bet is a listserv like Majordomo or mailman...one or both of 
which might already be installed on your system.

You create the list, add the appropriate aliases into your 
/etc/mail/aliases file, run newaliases, and then whenever you want to 
add/remove customers from that list, it's a simple text edit.

By using a list manager, also, you can restrict who can send mail to that 
list of customers...there are password protections, restrictions on who 
can mail the list, etc.

Or, since he's using Outlook Express, he can put all 3000 customers into 
his contact list, then create a group that contains all 3000 customers, 
and email them by putting their addresses on the BCC line...but I wouldn't 
recommend it, as the message headers would be horrendously large.
