I believe you are going to have to either buy a driver to do this or write your own. A company I worked for a couple years ago used MSSQL Server and Access and we had to buy drivers that would allow the webserver (apache on linux 7.0) to access any of the databases through ODBC. Because you are using Oracle on windows you will need to have something that can communicate with either ADO or ODBC.  Those drivers cost about $800 a piece and I think they were written by Sybase or at least Sybase distributed them. Oracle might have something available but you will have to look around. I'm sure none of it is going to be free though.
