I was working with George on this, so let me throw some more information in there. The sshd process is running. When connecting with the client, it will prompt you to accept the host key, and ask for login and password information, however it will not let you properly authenticate. The port is hot, it is making it to the ssh daemon, just auth is broken some how. In the sshd2_config file AllowedAuthentications is set to password. I am not familiar with HP-UX enough to know if there is something "funny" with /etc/passwd access or anything like that.
