Many thanks to all that replied with suggestions and moral support,
particluarly Will Enestvedt.
The problem turned out to be an old version of libwrap.a in /usr/local/lib
Thanks & regards,

Subject: OpenSSH / TCP Wrappers / Solaris 2.6
I'm trying to get TCP Wrappers working on Solaris 2.6 with OpenSSH 2.9p2
I'm running the sshd as a server, not from inetd.
I compiled with the --with-tcp-wrappers switch and everything looked OK on
the build.
TCP Wrappers support: yes
SSH on it's own works fine, but anything I put in hosts.allow/deny seems to
be completely ignored.
Wrappers work OK for other services that I have running from inetd.
Nothing in the logging indicates that it is even looking at the
hosts.allow/deny files.
