If all the binaries and man pages are fine, why should the original
poster go to the trouble of reinstalling _everything_?

Particularly when it is the case that not all of the SSH packages even
include an init script that could be reinstalled? SSH1 certainly doesn't,
SSH2 3.0.1 includes them for AIX, RH Linux, NetBSD and Solaris, OpenSSH
2.9p2 (portable) doesn't seem to have one either.
