You can have two separate config files and call the same 'sshd´ with
different parameters,
let say you edit the file /etc/init.d/sshd (or whatever it is) and use:

sshd -f /etc/ssh/config_22
sshd -f /etc/ssh/config_522

and then you use the options you want on each file.
