The syslog says nothing, however, we followed that lead, and it turns out that the server is a VPS, running in OpenVZ (yeah, I didn't know this, I'm just proxying for the admins here). And this particular host imposes an arbitrary limit of 64 ptys per server zone. Upping that limit solved the problem temporarily. Thanks, - Dave
