Adding "X11UseLocalhost no" to /etc/ssh/sshd_config breaks x forwarding

Hi,

When using Red Hat built openssh-server-3.9p1-8.RHEL4.17.1,
X forwarding is breaking when "X11UseLocalhost no" is added
to configuration file /etc/ssh/sshd_config.  Following is an
example.

  thishost$ ssh -Y thathost.pppl.gov
  thathost$ xclock
  Error: Can't open display: thathost.pppl.gov:13.0

Command xauth -list does show the above display name. 

Possible relevant commands in /etc/ssh/sshd_config are:

    List Address 0.0.0.0
    X11Forwarding yes
    X11UseLocalhost no

All works again when "X11UseLocalhost no" is removed and sshd 
restarted.  Is this a Red Hat problem or is there something I can do?
