OpenSSH's sshd has a rate limiting mechanism to prevent excessive
numbers of unauthenticated connections at any one time, and it sounds
like you're hitting that limit. Try tweaking the MaxStartups setting
(it defaults to 10) in sshd_config and restarting sshd. There's also
some optional extra parameters to MaxStartups, see sshd_config(5) for
the details.
