I am writing this from home, so don't have acces to our server, but we do it 
something like this:
in the file ntlogin.bat on your server (\winnt\system32\repl\import\scripts\ 
) put a line like
net time \\servername /yes
(check the exact sytax from the help system)
then when a user logs in the workstation time is sync'd with the server
