BlackIce merely logs incoming items...it does not block them. I don't
think that there is a setting to do so...you might look here:

It's Steve Gibson's website and he explains all the problems with
BlackIce and ZoneAlarm, and even Windows XP...real interesting info
about the TCP/IP stack access in XP, something along the lines of it was
almost lifted exactly from Berkley Sockets and will allow spoofing in
Windows now!

If blackice sentry or icecap are anything like blackice "firewall" is 
i'd stay far away from them!
You should probally check their website for licensing / maybe a product 
demo.
