What operating system are you running?  If you needed to open this port
on your firewall and you are trying to investigate what is (process)
using that port I would think the best way (especially since we are
talking perimeter security) is to ask the person who told you to do that
why you are doing it.  If you can't do this and you want to investigate
the process that is bound to a port you could use LSOF (for linux not
sure but I am guessing it works on unix) and f-port or vision for
windows.
