For .exe files just sitting on the hard drive, you
can use the RK utility depends.exe to find out
which DLLs the file uses.  I do this when
performing analysis of unusual applications and
files during incident response.  It not only tells
you the DLLs, but also the functions used from
within the DLLs.

If the file in question is a running process,
ListDLLs from SysInternals is the only way to go...
