There is a freeware program also available called Active Ports and it
will tell you what ports are open, the app using it, and allow you to
shut that port down.

[shrip] Blocking ports are different from "shutting down" ports. Also
terminating connections to ports in connected ports is different.
Unfortunately, the only way I can think of is to use an application like
fport to figure out which application is using the port and kill the
app.
And then install a personal firewall to maintain control over port
access.
