Hi IMHO I personally would not allow it. If your exchange server is relatively secure, i.e. protected from viruses, spam, malicious mails etc, allowing users to pop down their mail from external mail accounts would permit the above types of mail.
Unless they can prove they have a legitimate business reason for it, why rick it?
