I thought the best solution (as determined last week) was to block
authentication server IP's at firewall (with disclaimer that these change
occasionally), so you have to be proactive?

   Just out of curiosity, how do you plan on doing
this?  It seems to me that doing this may as difficult
as blocking the program (as in your original
question).
   I think that setting a company policy prohibiting
the installation of these programs is the way to go.
At its core, this is a social problem and not a
technological one.
