it's possible to monitor the bandwidth used on the cisco router with mrtg
from www.mrtg.org , i've used webalizer in the past for web statistics, but i
dont know if it supports IIS's log format (you didn't specify if you were
using it anyway), you should be able to set a bandwidth limit on the router
if it's of the correct type.
