what happens if someone breaks in to your system?
If you don't have some form of banner depending on
where you are you might not have any recourse.

But in the Banan Republic (Australia) This banner would
be considered illegal, as it is infringing on the rights
of the employees. So my suggestion is also talk to your
HR department as well to see what you are legally allowed
to say.

logins of systems that allow it (not user's workstations "yet").

Can someone point me to some good legal resources regarding login banners. I
know that by law we must present users notice about monitoring and such, but
which law? Which legal precedents mandate login banners? I was under the
impression that it was part of the DMCA but I cannot find any information
other than "by law" ... Any pointers would help greatly, my attempt to STFW
has come up with zilch. Thanks.
