For whatever reason Microsoft decided that the TCP/IP stack could never get corrupted or screwed up. As such if it does get messed up due to some network program you have to reinstall XP from scratch.
However if you use PGPmail it works fine. If you get an error of "Can't Contact the PGPsdk service" its due to the fact that XP optimizes the program/services load order to make it appear to load faster to an end user.
