http://www.iana.org/assignments/port-numbers My .02: If you are going to block all ports on the firewall (except those that are currently necessary), make sure you make the proper changes to your configuration before adding software that will utilize the disabled ports. I would keep a list on hand of exactly which ports are enabled/disabled, and I would make this list accessible to other IT personnel.
