I'm not really sure what you want from them.  I don't believe that a person
has to have a certain OS back to be considered the better of a hacker, nor
use the Key words to sell you that they are the "shit hot" person you are
looking for.  Find out what there skill sets are, what experience they are
bring with them.  Do they know programming or do they run "Scripts".  What
is there understanding of Networking, TCP/IP, protocols, firewalls, etc.  I
think experience is the best judge of person.  What are their abilities.
Just my two cents.

In my understanding people with these skills come
from a UNIX background, having worked on projects
with VPN's, intrusion detection, administering and
implementations. Could anyone tell me that if I was
looking for a shit hot penetration tester what sort of
background would such a guy have, and what would
be the keyskills/ buzzwords that I would have to look
for so that I would know I am talking to an ace??
