We recently had this thread in the PGP mail list and on SecureComp.  Here
are three below that seem to be up , fast , share files, and cover the US or
Europe

Keyservers-
http://pgp.mit.edu:11371
http://wwwkeys.us.pgp.net:11371
http://horowitz.surfnet.nl:11371

The problem is , NAI controlled many servers under different names and when
they pulled the plug, they disappeared.  Also we were told that NAI did not
co-ordinate the main CertServe server with any others since last Fall.  So
anything that was uploaded to it after period is gone or in storage.

Here is a page that lists the active keyservers and the IP address behind
them form June of last year.
