Is this happenning with IMAP or POP3 - IMAP only downloads headers
unless specifically asked to do otherwise so it can be offline (with
messages on the mail server).  Sounds like your user is being a bit
silly to me as all his time will be taken up sorting his email rather
than reading the important bits...
