I'd go with OpenBSD.
But to add : You can even keep a RedHat or Win2K box secure enough , If you just know 
how to do it. 
Keeping root password as "bob" even in OpenBSD can let you go down the drain, then 
dont complain that OPENBSD was SUPPOSED TO BE S3KUR3?
