Michel, MRTG & RRDTool (mrtg.org) are tools that I've installed in NOCs that I've worked in to monitor b/w in realtime. With all the pretty little pictures for management to gawk at, I've had no problems in justifying the provisioning of new links. As far as I know, there is a MS port (you'll have to check the website).
