Steven, Well, Address Resolution Protocol (ARP) does "Who has MAC for IP", and Reverse Address Resolution Protocol (RARP) does "Who has IP for MAC".
You're looking for a RARP tool. Without knowing which platform you use, I couldn't begin to suggest an appropriate one. Hopefully this will get you close. Good luck!
