BOOTP broadcasts are sent to the limited broadcast address (255.255.255.255), and 
*not* to 0.0.0.0.
(The 0.0.0.0 address is used as the *source* address, not the destination)

What "situations" do you mean?
loacalhost is 127..x.x.x .
