I don't think you need to make changes to test/javax/smartcardio/policy.
Instead you can change the tests that use this policy file to use the
new jtreg @run /java.security.policy=policy which extends the default
system policy.

One java.smartcardio regression test uses custom policy file which needs
to be updated as well.
