ProtectionDomain creates both the JavaSecurityAccess and the JavaSecurityProtectionDomainAccess SharedSecrets, and since 9 both are always created eagerly during early bootstrap. It seems safe to merge these two, as suggested, which is a tiny startup improvement and cleanup.
