RFR: 8203793: cacerts/VerifyCACerts.java fails with java.lang.Exception: At least one cacert test failed

Please review this fix to allow exception for equifaxsecureca 90-day 
expiry policy. This will allow test to pass but we should work on 
removing / replacing this CA later on.
