I have updated the CSR to also include the new algorithm URIs in the
TransformService section of the Standard Algorithm Names specification.
I need a Reviewer for the CSR so I can finalize it soon and get it
approved before the JDK 13 RDP1 deadline.

I have also updated TransformService.getInstance and added links to the
Standard Algorithm Names spec for the mechanism and algorithm
parameters. This seemed to be something we previously missed (an oversight).
