1. You can use a relative URL, relative to the `specs` directory, so something 
like:<br>
   `@spec security/standard-names.html Standard Names`

2. The intent of the `@spec` tag is to identify the overall/root URL for each 
specification, not to identify all the interesting places within that 
specification.
