The field `sun.security.rsa.RSAPSSSignature#DIGEST_LENGTHS` is modified only in `<clinit>`. It means we can use Immutable Map instead of Hashtable. Hashtable is legacy synchronized class, which have `synchronized` on its `get` method. It's not needed in our case.
