The @summary in DisableCertSignAlgsExtForServerTLS13, 
DisableCertSignAlgsExtForClientTLS13, and DisableCertSignAlgsExtForClientTLS12 
are identical. Suggest to include difference from client or sever perspective, 
and protocol version.
