try

checksig --idns "http://schemas.xmlsoap.org/ws/2002/07/utility"; Id nocert.xml

(without wrapping).

The first parameter defines the namespace uri, the second the local name for an Id. Thatway, it doesn't matter what you have given as the name for the namespace (e.g. wsu vs. WSU), it should still pick up the Id.
