The last rc artifact you posted doesn't have the Apache required NOTICE and
LICENSE files in the META-INF dir. Thus, it cannot be put in Maven's
central repository as is and cannot be released like that. That needs to
be fixed first.
Yes, I will make sure that is fixed when I publish the full release.
