No one expected a GNU project to conduct itself in such a freedom-hostile manner, so the lack of legal framework to handle this is understandable.
The GNU project nor GNU Radio conducted itself in any such shape or form, repeating a lie does not make it true. When a part of the GNU project blocks Tor users, the project as a whole (if it must be viewed as a whole) therefore blocks Tor users. GNU Radio, nor the GNU project is blocking anyone. Please redirect your complaints to CloudFare (which have fixed their setup to allow Tor, see Svetlanas' comment on that, by the way).
