Yes, the issue is related to the position of the Trusted Sripe. In CDE, 
where it is on the bottom, we reduced the screen height so that 
applications know not to try to render in the obscured area. We can't do 
that for TJDS with the stripe at the top since we do want applications 
to be able to render at the bottom of the screen. We have been 
experimenting with moving the stripe to the bottom for TJDS, It was at 
the bottom in Nevada for a while. But there was a problem with resizing 
after changing the screen resolution: a race condition between the GNOME 
panel and the Trusted Stripe.

We are considering making the Trusted Stripe position configurable, but 
we still need to make it work when the screen is resized.
