Clonebylabel missing from snv_78?

Solaris 10 Update 4 has clonebylabel in /usr/sbin and lslabels in /usr/bin.  I 
can not find clonebylabel in snv_78, also lslabels has been moved from /usr/bin 
and now resides in /usr/lib.  Is this an oversight or will this arrangement be 
in Solaris 10 Update 5?
