[security-discuss] Request "contributor" status for Vladimir Kotal

Vlad's been an active contributor in both IPsec/IKE (more IKE of recent, so
that's not been visible in OpenSolaris) and in SSH (which is visible in
OpenSolaris).

I'd like to make sure he has an appropriate grant status in the community.
