The underlying problem is that the screen stripe height cannot be 
subtracted from the available display height unless it is at the bottom 
of the screen (as it is in CDE). There are several bugs reports about 
this, and we may provide an option to position the screenstripe at the 
bottom.  Here is a list of relevant CR's.

    6607645 [tjds] trusted stripe can sometimes cover the panel on

    6700652 [tjds][vermillion] trusted stripe moves to bottom of screen
    on changing screen resolution
