For the benefit of others Scott and I talked about this on the way to lunch today. At the lower level of Solaris core admin commands Scott is completely correct the C-Team doesn't require this. The view I had on this was from further up the stack, such as the administrative commands of the Application Server. The C-team (or equivalent) for those products/projects does require at least i18n; and l10n for a set of languages. -- Darren J Moffat
