In my country (Colombia, South America), the interest in information security issues is growing faster, and most of the big private companies as well as the government are hiring external security consultants, fully qualified like the company i work _with_. However, the projects are very temporary and, of course, not continuous. Few of the government offices have their own CSIRT, with few people and with limited opportunities and budgets, just like their knowledge... :): Those offices hire external consultants that... validate the work of their own security group!!! (isn't that funny??)
