Mohamed,

is sedna do 2 things?

database+API processor for XQUERY?

In the first place Sedna is the full-featured database (with transactions,
persistent storage, etc).

As a query language it provides XQuery 1.0 (http://www.w3.org/TR/xquery/)
implementation + proprietary update language. It doesn't have support for
XQuery Full-Text, XQuery Update Facility specifications.

So, yes Sedna can be used as XQuery processor. However if you don't need
databases facilities probably there are better options.
