Summary: Import an XQuery module from URI, file system, jar

Initial Comment:
Actually I'm talking about this part of XQuery spec: 
http://www.w3.org/TR/xquery/#id-module-import and specifically about ending 
"at" URILiteral. It'd be great if we can import XQuery modules at least using 
an URI (like it's done in eXist db: 
http://exist.sourceforge.net/xquery.html#d2001e350).
