Except for horseshoes and washers, there are no points for getting 
close, but I'll throw this program at the stake:

fax numbers.

You can perform a business name search using an exact match or a 
partial one, and include the city, state, country, and zip code. 

You can also search by category (your own of one of the already defined 
categories), and include the city, state, country, and zip code, or 
simply search by phone number. 

In addition, BusinessFinder lets you view the progress of your search, 
and enables you to save and print the results.

Now then...I note a couple of other respondents to your question were 
making assumptions as to your purpose in acquiring this type of 
software.  The same thing crossed my mind, but I still spent an hour or 
so searching for you.  I did not find a concrete answer for you, but in 
my findings, it was clear we were probably dealing with some very 
expensive software and serverware.  You might be better off contracting 
with a Telemarketing firm.  There are hardware and software packages 
you can purchase for big bucks that do auto dialer and "predictive 
dialing" and some of them would probably keep logs of the finds.  But 
again, I got the idea these were not simple little PC programs to run 
on Windows 98. :-)

Of course, if your purpose to locate the fax numbers in a given area is 
for avoiding them later in a telemarketing campaign, then indeed, you 
should be looking for "predictive dialers:"

"A predictive dialer is a telephone control system that automatically 
calls a list of telephone numbers in sequence and screens out no-
answers, busy signals, answering machines, and disconnected numbers 
while predicting at what point a human caller will be able to handle 
the next call. Predictive dialers are commonly used for telemarketing, 
surveys, appointment confirmation, payment collection, and service 
follow-ups. Sellers of predictive dialer systems claim that they 
greatly increase caller productivity. The phone calls you receive from 
"no one there" are often predictive dialer calls in which a manual 
caller isn't ready yet."

You will need to find a predictive dialer or telemarketing service with 
predictive dialing that will screen out fax machines.  I believe some 
will do this.

Go to your favorite search engine that allows math symbols and enter 
the following into the search box:

+predictive +dialer


That will get you started on your research.
