Here is a Purchasing and Payments Handbook I found.  It would not 
necessarily apply to your situation because this Handbook is for an 
entirely different purpose and organization, but I thought it might 
interest you.  In any event, the important aspect here is that you 
should inquire if your employer has a procurement or purchasing 
handbook.
