[SaF] ICQ message to mobile phone

Please advise if I can ICQ a person in a distant 
country that has ICQ and the ICQ will go to a 
mobile phone. 

I think like this: 

I send a message using a certain extra number or 
code to a ICQ number. 

ICQ then transmits that message to the cell phone. 

If this is possible this is really great.
