I would imagine you would first contract with a telex service and then
e-mail your telex message to them.

Hmmm...okay, here is a program called WinTelex:

They have a WinTelex Lite version. I can't get a price on any of these
as the site is undergoing revisions. I have a hunch this is pretty
expensive software.
